Yes, it goes somewhere, but there are no surprises. Viewers get on, know where it's heading, and that's where it goes. It is not what could be fairly called a bad movie, but neither is it fine enough to be a good one, with its lineup of dull characters and a limp story that functions like a conveyor belt. If it lasts 40 days in theaters, that would be amazing. Nothing in "Rise of the Planet of the Apes" will last 40 years. We laugh because we remember and appreciate that degree of intensity, the pristine outrage in the midst of extremity that makes a moment last over 40 years. The "Damned, dirty ape" line will always get a laugh - and not only because we recognize it, or because Charlton Heston was one of the great over-actors. That original film occupies a small but unassailable place in the collective imagination, and it doesn't matter that every remake and spin-off since has been unwatchable, forgettable or both. Twice over the course of the movie, "Rise of the Planet of the Apes" makes a reference to the original "Planet of the Apes," which was a sensation in 1968 and is still familiar enough for audiences today to get the joke.
